I'm surprised this wasn't bought up here before. I searched in a list of MP3 soundtracks (link not shown since Google confirms that it may have the possibility to harm your computer), and the beginning half of Fire Emblem is actually the Encounter theme from Fire Emblem: Ankoku Ryū to Hikari no Ken. I looked at the Fire Emblem title, and next to it says "includes Together We Ride and Fire Emblem theme. Melee soundtrack list on the Wikipedia article.
